Only if the WFPO Cruiser was detailed - it would have been part of the art car world w/o a fat lip from Raul Lemesoff...
To date, the WFPO Cruiser is not considered a real art car, which is in the same category with the recent entry titled Pretentious Percussion - both vehicles would have been ejected by a member of the art car community.
